The story of the Block Association is simple; in existence for over 25 years, we are neighbors working together towards our common goal of improving the quality of life in our Northeast Harlem community. We are over 2,000 members strong living in the area from 118th Street to 130th Street between 2nd Avenue to Lenox Avenue. We believe a community unified is a community that thrives.

Meet the Board
Hallia Baker, is a 50-year resident of East Harlem. She serves as a leader in her community working closely with her church, United New Church of Christ Deliverance Unto the Lord, serving as Overseer of the church since 2002. Hallia is a certified meetings professional employed as the Special Events Director for The Netherland-America Foundation (The NAF) and an active member of Meeting Professionals International Greater New York Chapter (MPIGNY). She holds a seat on the MPIGNY Board of Directors and Executive Board and will serve as chapter president in 2026.
Rolanda Blanc, is an entrepreneur and educator with over 20 years of experience. Her leadership extended beyond the classroom as Vice President of the Mount Morris Park Community Association, where she championed community initiatives and educational equity. Deeply committed to breaking generational cycles of hardship, Roland was led to the creation of Rise of the Phoenix Academy, an after-school program designed to equip children with entrepreneurial skills to build generational wealth.
Kat Peeler, is Founder and CEO of Eco Guar Group LLC, a company focused on creating a greener, sustainable future and contributing to better lives for underprivileged, minority communities through ethical fair trade. Prior to the Eco Guar Group, Kat was a Senior Vice President at L’Oréal. She received her Master of Management degree from the Kellogg School of Management, Northwestern University, and earned her undergraduate degree in Engineering from Princeton University. She grew up in Eastern Tennessee, moving to New York City in 1993. Since 2006, Kat has been a resident of Northeast Harlem and is passionate about improving her community.

Sara Stampone, a Harlem resident for the last 12 years, Sara lives off Marcus Garvey Park with her husband and daughter. She spends her days as a Partner at None Other, and a producer of pop-up events throughout NYC. You can find her playing with her family in Marcus Garvey Park, or eating pizza at Sottocasa!
