The Most Ineffective City Council Member

Every year, scores of bills are proposed by City Council Members and introduced into the New York City Council. Most of them will not pass, and then become local laws. A recent look at the 2022-2023 legislative session shows that 288 bills and 1 charter referendum were passed and and became enacted local laws. Who successfully and who unsuccessfully, got bills passed? The split between East Harlem and Central Harlem could not be more dramatic.
