Every year, scores of bills are proposed by City Council Members and introduced into the New York City Council. Most of them will not pass, and then become local laws. A recent look at the 2022-2023 legislative session shows that 288 bills and 1 charter referendum were passed and and became enacted local laws. Who successfully and who unsuccessfully, got bills passed? The split between East Harlem and Central Harlem could not be more dramatic.
East Harlem’s Diana Ayala had 13 bills pass. Only two other council members were more successful
on the other hand, looking at Central Harlem:
Then Council Member Kristen Richardson Jordan was not able to have a single bill of hers passed by her City Council colleagues
